Walter Joseph O'Toole, Jr., of Kansas City, Missouri, passed away on July 1, 2026, at the age of 87. He lived a life defined by service, integrity, intelligence, and an enduring devotion to his family.
Walt was born on February 21, 1939, in Winthrop, Massachusetts, to Walter Joseph O'Toole, Sr. and Ellen Caroline (Barry) O'Toole. At the age of two, his family left Massachusetts and eventually settled in Kansas City, where he attended Rockhurst High School, graduating in 1957.
Following high school, Walt attended the University of Notre Dame on a Navy ROTC scholarship. Upon graduation, he was commissioned as an Ensign in the United States Navy and proudly served four years on active duty, including assignments in Port Chicago, California, and Iwakuni, Japan. He resigned his commission in July 1965 and returned home to Kansas City.
On August 3, 1961, Walt married the love of his life, Barbara. Together they shared 64 years of marriage, raising four sons and building a family that became the greatest source of pride and joy in his life.
Determined to pursue a legal career, Walt attended the University of Missouri–Kansas City School of Law at night while working full time as an engineer for the Marley Company. His determination and work ethic earned him his law degree in 1969 and began a distinguished career dedicated to public service.
Walt joined the Kansas City, Missouri, City Attorney's Office as a Municipal Court prosecutor. During the next 32 years, he earned a reputation as an exceptionally capable attorney, respected for his sharp intellect, sound judgment, and unwavering integrity. He later served as legal counsel to the City's Public Works Department and led the City's condemnation practice. In 1994, he was appointed Kansas City's first Chief of Litigation, and in August 1997 he became City Attorney. He retired in January 2001 after more than three decades of faithful service to the citizens of Kansas City.
Although Walt was proud of his professional accomplishments, they never defined him. He was known equally for his remarkable intelligence, quick wit, and wonderful sense of humor. He had an uncanny ability to solve difficult problems while making those around him laugh with a perfectly timed joke or clever observation. His wisdom, humility, and quiet confidence earned the admiration of colleagues and lifelong friends, while his warmth and generosity endeared him to everyone who knew him.
Above all else, Walt was a devoted husband, father, grandfather, and great-grandfather. Nothing brought him greater happiness than spending time with his family, celebrating their accomplishments, and watching each new generation grow. His greatest legacy is not found in the titles he held or the cases he argued, but in the values he instilled, the example he set, and the love he shared with those closest to him.
Walt is survived by his beloved wife, Barbara; his four sons, Patrick (Lisa), Terry (Barbie), Kevin (Maureen), and John (Barb); his twelve grandchildren, Ryan (Renee), Lauren (Dax), Daniel (Brooks), Kiley, Tim (Kate), Sean (Anna), Erin (AJ), Kellie (Alex), Caitlin (Kennedy), Brennan, Michael, and Conor; and his three great-grandchildren (two more on the way), Liam, Nora, and Ava.
He was preceded in death by his parents, Walter Joseph O'Toole, Sr. and Ellen Caroline (Barry) O'Toole, and his sister, Joan (O'Toole) Ladesh.
Walt will be remembered for his brilliant mind, his infectious sense of humor, his unwavering integrity, and the deep love he had for his family. His life was one of service, accomplishment, and quiet generosity, and his legacy will continue to inspire all who were fortunate enough to know him.
The family extends its heartfelt gratitude to the compassionate caregivers at Seniorcare Homes for the kindness, dignity, and care they provided Walt during his final days.
